EV Charging Infrastructure Program

ABOUT

The EV Charging Infrastructure Program provides Illinois state agencies, governmental units, and qualified not-for-profit agencies with a streamlined path to deploy electric vehicle supply equipment (EVSE). Administered by the Illinois Department of Central Management Services (CMS) Bureau of Property Management (BoPM), the program operates through Joint Purchase Master Contract (JPMC) No. 25-416CMS-BOSS4-P-76595, executed with Jones Lang LaSalle Americas (Illinois) L.P. (JLL) and subcontractor EV Connect as the EVSE hardware and software supplier.

CMS has completed the procurement process for all state agencies to release a purchase order from, by procuring EV charging equipment, site analysis, and maintenance and reporting under one Joint Purchase Master Contract. This JPMC also allows school districts, governmental units and qualified not-for-profit agencies to issue purchase orders off of this JPMC.

This JPMC is available to:

  • All Illinois state agencies
  • All governmental units

WHAT THE CONTRACT COVERS

JPMC P-76595 includes, but is not limited to, the following supplies and services:

  • Purchasing Level 2 and Level 3/DCFC charging stations and accessories (EV Connect brand; universally compliant with all electric vehicle types)
  • Site analysis and planning — including ADA compliance review, electrical load capacity assessment, connectivity survey, and future-proofing analysis
  • Site preparation — permits, utility coordination, trenching, concrete/asphalt work, and mobilization
  • Installation, coordination, and project management of charging stations
  • Site validation and commissioning — including staff training, testing, and punch-out inspection
  • Access to cloud-based network platform (EV Connect) — scheduling, access control, payment management, and real-time monitoring
  • Inspections, predictive maintenance, and repairs — 24/7 remote monitoring with 48–72 hour on-site response
  • Usage and performance reporting — downloadable in XLS, CSV, and PDF formats

HOW TO PARTICIPATE

State agencies and eligible entities seeking to utilize this contract must follow these steps:

  1. Complete the EVSE Procurement Justification Form (PJF) and submit to BoPM at CMS.BOPM.EVRequests@illinois.gov for approval.
  2. Upon BoPM approval, the approved EVSE PJF is attached to the BidBuy requisition in lieu of the standard CMS PJF.
  3. Engage JLL to conduct a preliminary site assessment for identified locations. JLL will classify each site into a development stage with associated scope and cost estimates.
  4. Review and approve JLL's site feasibility study and pricing proposal.
  5. Finalize a detailed Statement of Work (SOW) with the vendor. The SOW may cover multiple sites and must include: identified project locations, scope of services, prevailing wage titles and rates, estimated hours and materials, timeline, and an overall not-to-exceed cost.
  6. Process a purchase order through BidBuy with the following required documentation:
    • EVSE Procurement Justification Form (PJF) approved by BoPM
    • Signed labor relations checklist (if services are used)
    • Detailed Statement of Work from the vendor

FREQUENTLY ASKED QUESTIONS

 

Is the contract currently active?
Yes. JPMC 25-416CMS-BOSS4-P-76595 is active and available to state agencies and other eligible entities, subject to BoPM approval of each project.

 

Who is eligible to use this program?
All Illinois state agencies, governmental units and qualified not-for-profit agencies.

 

What charger brands are available?
The contract is fulfilled under the EV Connect brand. All equipment is universally compliant with all electric vehicle types. If a model becomes unavailable, the vendor must provide a substitute meeting or exceeding current specifications with written CMS approval.

 

Will my agency be responsible for electricity usage fees?
Yes. Electricity usage fees and network-related fees are the responsibility of the ordering entity.

 

Will my agency have access to usage data and reporting?
Yes. Reports are accessible through a web-based portal and downloadable in XLS, CSV, and PDF formats. Available data includes session history, energy consumption, charger status, and user activity. The vendor can accommodate grant reporting requirements such as 97% reliability standards.

 

Can a single SOW cover multiple sites?
Yes. One Statement of Work may cover multiple locations.

 

Can multiple agencies split responsibilities under the contract?
Yes, provided the scope of work is clearly defined and the vendor agrees.

 

What does the warranty cover?
A minimum five-year warranty is included in the cost of each charger. Coverage includes parts, labor, technician travel, software/firmware upgrades, and customer support. Warranty is non-transferable except between State agencies directly responsible to the Governor.

 

Can contract pricing be negotiated?
No. Line-item pricing is set and firm. The only flexibility is in the scope and configuration of each project SOW.

 

What are the requirements for contractors and installers?
All installers must be certified by the Illinois Commerce Commission as Electric Vehicle Charging Station Installers (83 Ill. Adm. Code 469). Prevailing wage requirements apply. Vendors and subcontractors must participate in applicable apprenticeship programs registered with the U.S. DOL.
