Optional Tax Programs (FSA, HSA and CSP)
The State of Illinois provides employees with IRS tax-favored programs to stretch pre-tax dollars for certain approved expenses.
Flexible Spending Account (FSA) Program administered by Optum Financial. There are two types of FSAs
- The Medical Care Assistance Program (MCAP) is used for medical expenses for you and your family.
- The Dependent Care Assistance Program (DCAP) is used for dependent care expenses, such as child or adult daycare or after-school care.
Health Savings Account (HSA) administered by Optum Financial.
- The Health Savings Account (HSA) is the companion pre-tax savings program to the State Consumer Driven Health Plan (CDHP), available only to active full-time State Employees.
Commuter Savings Program (CSP) administered by Edenred.
- The Commuter Savings Program (CSP) is used for parking and transit commuting expenses.
Pre-tax programs features:
- IRS approved reimbursement of eligible expenses tax-free
- Per pay period deposits from an employee’s pretax salary
- Savings on state and federal income taxes and Social Security taxes
- Security of paying anticipated eligible expenses from pre-determined accounts
