Mail & Messenger

Mail & Messenger Services, a unit of support in the Bureau of Agency Services, was created to provide a consolidated, economical mail system for state agencies.

Each workday, the unit sorts and distributes almost 4,500 pieces of mail to more than 536 mail pick-up points at state agencies, boards and commissions. This service eliminates the need for routing most agency-to-agency mail through the U.S. Postal Service, and greatly decreases the state's use of independent couriers.

Mail & Messenger provides postage metering services for numerous agencies, boards, and commissions through the CMS mail centers in Springfield and Chicago. The unit also advises on postage requirements and methods for reducing postage expenditures.

The unit administers presort contractual agreements available to all state agencies.

Some of the primary services provided by the unit include:

• Daily interagency courier service between Springfield and Chicago for mail received at the CMS mail center.
• Two daily deliveries and pickups of interagency mail Stratton Building and Capitol Complex in Springfield; two daily deliveries and pick ups of interagency mail in 555 W Monroe Building in Chicago.
• One daily delivery and pickup of interagency mail in Chicago and Springfield for all other agencies.
• Procurement and perforation of postage stamps for state agencies, boards, commissions, constitutional offices, legislature and universities.
• Postage metering for all agencies.
• Administration of presorting contracts for first-class and flat mail originating from Springfield and Chicago agencies.
• Security screening of all mail and packages as needed.
