Business Enterprise Program (BEP)
The Business Enterprise Program for businesses owned by minorities, women, and persons with disabilities is committed to fostering an inclusive and competitive business environment that will help business enterprises increase their capacity, grow revenue, and enhance credentials.
The Bureau of Strategic Sourcing (BOSS) works closely with the State's Chief Procurement Officer and State Purchasing Officers of the Executive Ethics Commission (EEC) to provide improved transparency, accountability and cost savings in the procurement process.

The Vendor Payment Program is a voluntary program designed to expedite payments to State vendors and service providers. Participation is simple and secure, and vendors receive 100 percent value of their receivables free of cost.

The Veterans Business Program (VBP) assists businesses owned by qualified veterans and veteran service-disabled persons to gain access to State of Illinois contracting opportunities and to participate in the competitive procurement process.
