This is an alphabetic listing of all position classification titles utilized in Agencies, Departments, Boards and Commissions under the jurisdiction of the Governor of the State of Illinois. It includes the position title code, equal employment occupational code, position title, salary plan and the applicable rates of pay.

The Pay Plan provides administrative rules pertaining to compensation practices and policies applicable to state employees covered by the jurisdiction of the Personnel Code. The Pay Plan also provides the pay schedules and salary ranges for position classifications included in the Classification Plan.

These Guides provide step-by-step assistance for both State employees as well as external applicants to apply for State positions via SuccessFactors electronic application processes. Current employees must apply via the internal employee portal in order to be recognized as an internal applicant and be afforded all rights and considerations.

This Comprehensive Employment Plan (CEP) sets forth the principles that will govern the State’s hiring and employment policies and procedures for positions at agencies under the jurisdiction of the Governor. This CEP applies to current State employees as well as all applicants and candidates for State positions. The Office of the Governor and the Department of Central Management Services (CMS) may issue guidance for adhering to this CEP.

Employees of the State of Illinois are a team of public servants working on behalf of the people of Illinois. State employees perform critical services upon which our residents and businesses depend. State employees are entrusted to make important decisions and carry out responsibilities that affect the future of our communities.

This is the law that provides the basis for the civil service merit system in Illinois. It embraces all positions of employment in the service of the state unless specifically excluded by legislation. It empowers the Director of Central Management Services to promulgate Rules and carry out this law and creates the Civil Service Commission to monitor its proper administration and to conduct hearings.

The Personnel Rules, together with the Classification Plan, Pay Plan and body of Classification Standards, make up the administrative rules and these have the force and effect of law, subject to the interpretation of the Director and review by the Civil Service Commission. Personnel Rules consists of classification and pay, merit and fitness, conditions of employment, general provisions and extensions of jurisdiction.

The State holiday calendar is a list of State holidays when State of Illinois agencies will be closed.

The vast majority of positions in State government, non-exempt positions, are positions for which political affiliation, or lack thereof, is NOT an appropriate consideration. As such, contacts related to hiring or employment actions for non-exempt positions from elected or appointed partisan officials or someone acting on their behalf must be reported.

This form should be used by State employees to report such contacts. Employees should use their Illinois.gov login to access the report form.
