Bureau of Personnel
The Bureau of Personnel is responsible for the development and administration of the state's merit employment system in accordance with the Illinois Personnel Code, Personnel Rules, Pay Plan, Position Classification Plan, and current collective bargaining agreements. The Bureau of Personnel certifies and oversees all State of Illinois payroll systems, oversees the recruitment and counseling of potential State employees, and administers grading, testing, classification, and compensation standards for current and new positions, including compliance with the Rutan Supreme Court decision.

The Illinois job opportunities portal, known as Work4illinois, is the central hub of job postings for all executive agencies under the Governor. This system significantly expands access to State employment while increasing transparency, accessibility, accountability, and consistency in the State hiring process. The State provides job opportunities in a wide range of occupations and titles. This website is designed as a guide through the State employment process for all State executive agencies, boards, and commissions under the jurisdiction of the Governor. Diversity Enrichment Program (DEP)
The primary function of the Diversity Enrichment Program within CMS is to collaborate with the African-American, Asian-American, and Hispanic-American Employment Plan Advisory Councils to provide assistance to all coded State agencies with targeted recruitment, hiring, training, promotion, and retention strategies for a qualified diverse workforce. DEP assists State agencies in developing and modifying programming to enable them to meet their agency affirmative action and equal employment opportunity goals. DEP encourages State agencies to employ women, members of minority groups, and/or persons with disabilities.
CMS Personnel conducts a wide range of training and development programs aimed at assisting State employees, hiring managers, and prospective employees with their employment efforts. The Veteran's Job Assistance Program
The Veterans’ Job Assistance Program assists military veterans in seeking employment with Illinois code agencies. Under State law, qualified veterans are entitled to points added to a passing test grade and appointment preference. All veterans will be required to submit a certified copy of their DD214/DD215 as proof of service, at the time of application. Personnel staff reviews service documents to verify the military status of all veterans applying for State jobs under the jurisdiction of the Governor. Program staff also provides informational presentations, assistance, and counseling services for veterans and veteran service organizations throughout the State, along with specialized veteran recruitment programs.
