CMS Maintenance and Repair Program

Effective July 1, 2024

All agencies under the Governor are required to participate in the Maintenance Repair Program (MRP) for vehicles with a gross vehicle weight under 1 ton. The only exception is for vehicles purchased with federal funds that are restricted from this type of program.

Under MRP, DOV to charge agencies a monthly maintenance fee to maintain all vehicles with a gross vehicle weight under 1 ton.

All CMS and Governor’s Office fleet rules and policies currently in affect apply to vehicles in MRP. Please contact DOV for further information or assistance. Agency Vehicle Coordinators continue to be the primary point of contact for fleet information.

This program covers all normal maintenance and repair costs for an Agency vehicle.

Examples of covered maintenance and repairs (list is not inclusive):

  • Oil Changes, Tires and Tire rotation, Windshield Wipers Replacement, Windshield Repair or Replacement, Brakes/Brake Pads, All Filters, Suspensions, Shocks, Electrical Repairs, Engine Repairs, Computer/System, Repairs, Battery, Annual Inspections, Towing, Light Repairs, Belt / Hoses, Coolant, Transmission, Fuel System, A/C Repairs, Tune ups, Testing, and Alignments.

Examples of not covered maintenance and repairs (list is not inclusive):

  • MRP does not include fuel, car washes or costs due to accidents or neglect.
  • Oil changes or annual inspections exceeding CMS maintenance requirements without prior approval for special circumstances.
  • Repairs by outside vendors without prior DOV State Garage approval which does meet emergency repair criteria.
  • Major repairs to vehicles when agency driver is negligent. (Example: DOV technician determines an engine was operated without sufficient engine oil or unreported body damage as confirmed by DOV Regional Managers.)
  • Repairs required due to a lack of required maintenance as determined by DOV Regional managers.
  • Any expense not related to the maintenance, repair, or operation of state vehicles.

The current rate for the program is $250.00 per month per vehicle.

  • Rate will be reviewed annually.

Note: Drivers of state vehicles are solely responsible to pay for moving or non-moving violation fines; past due fines and any associated fees including toll violations. DOV will not be responsible for payment of these fees. For further information please use the link provided for JCAR rules.

It is the agencies responsibility to pay the costs associated with having an IPASS in any state vehicle.
