  1. Call to Order

    Chairman Wilson opened the meeting at 1:04 p.m.

    Chairman Wilson noted there was a quorum present with seven members.

  3. Approval of the September 8, 2021 Meeting Minutes

    Chairman Wilson confirmed the members had reviewed the September 8, 2021 meeting minutes and there were no proposed changes. Member Christine Dickey called for a motion to approve the Minutes. Member George Indelli second motion. Chairman Wilson approves minutes.

  4. Discussion Executive Order 2021-26

    Chairman Wilson explained on October 4, 2021, Governor Pritzker issued Executive Order 2021-26 that requires all State Use Program vendors and their subcontractors to pay no less than the applicable local or Illinois minimum wage, whichever is higher, to all employees performing work on a State Use contract. As a result of this Order, all new State Use Program contracts presented to the State Use Committee for approval will include a specification requiring compliance with the Order. The Order also grants covered State Agencies price adjustment authority to achieve compliance for existing contracts where workers are currently paid subminimum wages. These contracts have been renegotiated and voting on these amendments to increase wages to at or above the applicable local or Illinois minimum wage are up for vote today. Chairman Wilson opened the floor for any questions or comments. Member Dickey commented that most vendors had anticipated this was coming and had already started accommodating for it. Member George Indelli asked for disclosure of vendor that was unwilling to accept increase for minimum wage only and wanted additional monies. Coordinator Livingston advised only one vendor was unable to come to terms with the Executive Order and four contracts with Centerstone were cancelled. All other vendors who didn’t request an increase either absorbed the cost of the increase or had just recently issued new contracts and foreseen the changes.

  5. Review and Vote on Proposed Contracts (vote sheet)

    Chairman Wilson asked the Committee if all had a chance to review the proposed contracts and request letters to be voted on today. Committee responded they had reviewed and no questions. Coordinator Livingston used the combined roll call for voting and vote was recorded on each members’ vote sheets. Member Christine Dickey abstained from the vote on Clay County’s contract.

  6. Open Floor for Discussion

    Chairman Wilson opened the floor to the public for any questions or comments. Hearing no response, Chairman Wilson moved on to the next agenda item.

  7. Future Meeting Date

    Chairman Wilson reviewed the upcoming quarterly meeting dates:

    • March 9, 2022 at 1 p.m.
    • June 8, 2022 at 1 p.m.
    • September 7, 2022 at 1 p.m.
    • December 7, 2022 at 1 p.m.
  8. Adjournment

    There being no further business to come before the Committee, Chairman Wilson called for a motion to adjourn. Motion to adjourn was made by Member Felicia Rauls. Member George Indelli second the motion to adjourn.

    Chairman Wilson announced the motion to adjourn was approved and adjourned the meeting at 1:28 p.m.
