Procedures For Ordering Postage Stamps

CMS procures stamps for state agencies, boards, commissions, constitutional offices, legislature, and universities and perforates them for identification purposes. Specific procedures for ordering postage stamps have been established for various units of Illinois government.

Legislators, Legislative Boards and Commissions, Elected Officials, and Their Boards and Commissions

  • Prepare Form C-13 (invoice voucher) made out to the Postmaster, Springfield, at 200 E. Ash St., Springfield, Illinois, 62704-4769 as payee.
  • Forward C-13 to the Office of the President of the Senate, the Speaker of the House, or the head of the board or commission for approval and signature.
  • Send signed C-13 to the Office of the State Comptroller.
  • The Comptroller will send the warrant to the Department of Central Management Services, Mail and Messenger Services.
  • Mail and Messenger Services will order and perforate the stamps.
  • Mail and Messenger Services will call the agency when the stamps are ready for pickup.

All Other Agencies, Boards and Commissions

  • Prepare Form C-13 (invoice voucher) made out to the Postmaster, Springfield, at 200 E. Ash St., Springfield, Illinois, 62704-4769 as payee.
  • Forward the C-13, signed by the appropriate agency head, to the Office of the State Comptroller.
  • The Comptroller will send the warrant to the Department of Central Management Services, Mail and Messenger Services.
  • Mail and Messenger Services will order and perforate the stamps.
  • Mail and Messenger Services will call the agency when the stamps are ready for pickup.

Universities

  • Prepare a C-13 (invoice voucher) or Purchase Order.
  • Forward the C-13 and a check payable to Postmaster, Springfield, Illinois, to the Department of Central Management Services, Mail and Messenger Services, 200 E. Ash St., Springfield, Illinois, 62704-4769.
  • Mail and Messenger Services will order and perforate the stamps.
  • Mail and Messenger Services will call the universities in the Springfield area when the stamps are ready for pickup. Other universities should specify the mode of transportation to be used for their stamp delivery. This will be done at the expense of the university.
