General Information about State Surplus Property
State of Illinois Surplus property is made available by priority to State Agencies/Entities on a “first come, first serve” basis. When property is no longer needed by State government, property is then made available next to Priority Agencies which consists of local units of government (cities, towns, counties, etc.), non-profit organizations (501c, organizations providing assistance to homeless, food banks, etc., and veteran/minority owned small businesses. If property is not needed by priority agencies, it is sold on iBid, the State's online auction website.
STATE AGENICES/ENTITIES (i.e., boards, commissions, universities, etc.)
To maximize taxpayer funds originally used to purchase State equipment, CMS encourages State agencies and other State entities to acquire State surplus property items for FREE prior to being offered to priority agencies and eventually, public auction. Obtaining useable equipment and property from State Surplus reduces the need for purchasing new and maximizes the original taxpayer funds used to acquire the property.

PRIORITY AGENCIES
- PUBLIC AGENCIES: Eligibility to purchase surplus property may be granted to any tax supported government or public agency established by or pursuant to state law. Public agencies generally include: departments and divisions of state government and other instrumentalities; political subdivisions of states, including cities, counties, and other local government units and economic development districts. Examples of Public Agencies include (but are not limited to):
- Conservation
- Economic Development
- Public Education
- Public Health
- Parks & Recreation
- Public Safety
- Program for Older Americans
- Local, City, County or State Government
- Public Airport
- Volunteer Fire/Rescue Squad
- VETERAN-OWNED SMALL BUSINESSES: Veteran-Owned Small Businesses that have first been certified through the State of Illinois Veterans Business Program (VBP) may receive State surplus property and equipment.
- MINORITY-OWNED SMALL BUSINESS: Minority-Owned Small Businesses that have first been certified through the State of Illinois Business Enterprise Program (BEP) may receive State surplus property and equipment.
- NONPROFIT ORGANIZATIONS: Surplus personal property may be donated to nonprofits exempt from taxation under section 501 of the Federal Internal Revenue Code. Must provide copy of 501(c)(3). Examples of non-profit types include (but are not limited to):
- Medical Institution
- Hospital
- Clinic
- Health Center
- Outpatient Facility
- Program for Older Americans
- Provider of Assistance to Homeless
- Provider of Assistance to Impoverished
- School, College or University
- School for Persons with Disabilities

PUBLIC AUCTIONS (iBid)
iBid is the State's online auction website that is open to the public.
- STATE GOVERNMENT AUCTION: The State of Illinois uses this auction to sell equipment and other property that is no longer needed as a statutory means of disposal. Auctions are ongoing with new items listed weekly that typically include vehicles, computers, furniture, outdoor equipment, lost/abandoned TSA items, and appliances. - LOCAL GOVERNMENT AUCTION: In addition to State of Illinois surplus property, municipalities and other local governmental entities in Illinois use the State's iBid auction website to dispose of their unneeded equipment.
